The Role of University Human Resource Management in Malaysia’s Higher Education Strategic Plan

 In 1991, Malaysia committed itself to Vision 2020, to become a fully developed nation by 2020. Realizing that the higher education sector has vital roles to play in achieving the vision, in August 2007 the Ministry of Higher Education launched the National Higher Education Strategic Plan (NHESP). The first phase of the Strategic Plan was for the period of 2007 to 2010. The Plan is now in its second phase. By the year 2010 the government realized that, given the normal rate of growth, Malaysia was facing real and present challenges and in danger of losing its competitiveness and falling short of economic and social ambitions. Fundamental change was needed in the government’s systems and machineries to address issues and problems which are related to economic and social performance and the delivery of public service. Thus, in March 2010 the government introduced the New Economic Model in order to transform the nation economically as envisaged in Vision 2020. Three goals of NEM are: high-income nation, inclusiveness and sustainability. This entails a target of USD 15,000 – 20,000 per capita incomes, enabling all sectors of the population to benefit from the development of the country, and meeting the present development without compromising future generations. By now it is accepted that the NHESP as well as the NEM are complimentary as far as higher education agenda is concerned. This paper attempts to discuss the various aspects of Human Resources Management (HRM) that a university like UMP has to address in order to ensure the success of NHESP, in turn realizing the NEM achievement.
